Card Program Manager (Director Level, Fintech)

Location: Singapore; hybrid, with 3 days per week in the office

What you will do

• Manage the end-to-end lifecycle of global card issuance programs, from partner onboarding and technical implementation through daily operations and optimization.
• Own relationships with Visa, Mastercard, issuing banks and BIN sponsors, issuer processors, and card fulfillment vendors.
• Partner with engineering and product teams to launch commercial stablecoin card programs, including satoshi wallet verification APIs and non-custodial wallet integrations.
• Own unit economics, including interchange revenue, network fees, processing costs, and overall program profitability.
• Coordinate compliance, risk, legal, and go-to-market readiness for new card products across relevant teams and markets.
• Resolve escalated operational incidents and maintain program documentation, runbooks, and partner SLAs.

Requirements

• 7+ years of experience in product operations, program management, or partner management within fintech, payments, or banking.
• 3+ years of direct experience managing credit, debit, or prepaid card issuing programs and working with Visa and Mastercard.
• Deep understanding of card issuance, including issuer processors such as Marqeta, Thales, and Galileo, BIN sponsorship models, interchange mechanics, and physical and virtual card fulfillment.
• Experience managing complex, multi-stakeholder external partnerships and negotiating operational SLAs.
• Strong foundation in payment compliance, network operating regulations, and financial risk management, including PCI-DSS and AML/KYC requirements.
• Cross-functional leadership experience aligning technical engineering teams with commercial business teams.
• Analytical skills for building performance dashboards, analyzing transaction data, and identifying operational bottlenecks.
• Excellent written and verbal communication skills, including translating complex network rules into actionable engineering and business requirements.

Nice to have

• Experience working with card networks and processors.
• Experience launching or managing crypto-linked cards, stablecoin payment rails, or Web3 financial products.
• Experience operating card programs across multiple international jurisdictions simultaneously.
