Database Engineer and Architect (Oracle/PostgreSQL)

Location: Philadelphia, PA; candidates must reside within a commutable distance of Northeast Philadelphia. Hybrid role requiring onsite support at the client facility each Wednesday, with the onsite requirement subject to increase at the government's discretion; occasional travel to government or customer facilities may be required.

Salary: $135,000+ annually.

What you will do

• Define enterprise database, data-engineering, information, integration, and service-oriented architecture patterns for critical medical logistics data.
• Develop conceptual, logical, and physical data models, ERDs, semantic definitions, source-to-target mappings, and architecture artifacts.
• Lead Informatica-based data movement, transformation, orchestration, integration, data quality, and enterprise information delivery.
• Design API-driven data-access patterns, service-oriented integrations, lineage, metadata, governance, security, stewardship, and authoritative-source management.
• Develop and optimize Oracle SQL/PLSQL database objects, queries, indexes, constraints, partitions, and integration workloads.
• Assess legacy Oracle and Microsoft SQL Server environments and guide PostgreSQL migration, containerized deployment, testing, releases, and modernization.

Requirements

• Must be a U.S. citizen and able to achieve a NACLC clearance.
• Minimum of 5 years of related experience, including leading and architecting enterprise database and data-engineering solutions from business need and conceptual design through implementation.
• Strong hands-on SQL and database engineering experience, including Oracle SQL/PLSQL and architecture across multiple relational database technologies.
• Experience with conceptual, logical, and physical data architecture; ERDs; data modeling; relational design; performance engineering; and complex SQL development.
• Experience architecting enterprise ETL and data-integration solutions using Informatica or comparable enterprise integration technologies.
• Experience with PostgreSQL architecture, development, or Oracle-to-PostgreSQL modernization, plus APIs/data services, containerization, CI/CD, metadata, lineage, and data quality.
• Experience with ERwin or comparable enterprise modeling tools, semantic and information modeling, authoritative-source identification, metadata management, traceability, and change-impact analysis.
• Knowledge of data governance, stewardship, information classification, standards, lineage, data quality, and governance-driven architecture controls; experience establishing reusable standards and patterns across development teams.
• Familiarity with modern platforms and tools including MinIO, PostgreSQL, Azure SQL, Amazon Aurora, Snowflake, Databricks, .NET, Entity Framework/EF Core, LINQ, Azure DevOps Server/TFS, Visual Studio, Git, Docker, Kubernetes, Microsoft Azure, Jira, GitHub/GitLab, SonarQube, and Fortify.
• Experience defining modern .NET data-access architecture and responsibilities across database, application, integration, and service layers; prior DoD or government contracting experience.

Nice to have

• Military medical supply chain experience is a big plus.
• Experience with CI/CD concepts or tools such as Azure DevOps or Jenkins, DevOps/cloud services, containerization, configuration management, collaboration tools, and static code analysis.
