What you will do

• Lead the delivery of Hong Kong technology programs and initiatives from the China Technology Centre, maintaining accountability for technology outcomes and delivery performance.
• Establish engineering standards, development methodologies, quality controls, delivery governance, and operational practices for secure, scalable, resilient solutions.
• Build, scale, and lead the technology organization across software engineering, testing, DevOps, cloud, AI, architecture, and business analysis.
• Define operating models, governance forums, tooling standards, and delivery practices for a sustainable technology capability.
• Partner with Hong Kong technology and business stakeholders, architects, product owners, delivery teams, vendors, and strategic partners on priorities, roadmaps, and capability plans.
• Lead workforce planning, talent acquisition, coaching, performance management, and leadership development while fostering innovation, accountability, collaboration, continuous learning, and engineering excellence.

Requirements

• Bachelor’s degree or above in Computer Science, IT, Engineering, or a related discipline.
• 15+ years of IT experience, including 6+ years in senior technology leadership positions.
• Experience leading large-scale technology organizations and delivery teams.
• Strong experience in application development, enterprise architecture, cloud platforms, innovation, and infrastructure management.
• Hands-on experience establishing, managing, or scaling shared services centres, technology centres, or offshore delivery organizations.
• Software engineering leadership experience covering Agile delivery, DevOps, CI/CD, quality engineering, and modern product development practices.
• Extensive experience in technology organization build-out, workforce planning, talent acquisition, capability development, and scaling engineering teams.
• Experience with cloud platforms, platform engineering, technology modernization, enterprise architecture, technology governance, security, risk management, and operational controls.
• Experience working across Hong Kong and Mainland China environments and operating a technology delivery centre, offshore development centre, or shared technology capability model.
