Content Management and Operations Lead (Drupal)

What you will do

• Directly supervise content specialists, including assigning and prioritizing work, coaching, evaluating performance, supporting development, and maintaining accountability.
• Manage daily content operations across public websites and intranets, including intake, staffing, workload distribution, quality assurance, publication, SLAs, and operational coverage.
• Serve as the Drupal content management subject matter expert for content types, fields, taxonomies, Views, media, menus, layouts, moderation, workflows, permissions, redirects, metadata, and site search.
• Develop and enforce content governance standards, publishing procedures, editorial workflows, SOPs, and accessibility practices aligned with Section 508 and WCAG 2.x.
• Lead content operations for redesigns, feature launches, migrations, modernization efforts, and high-visibility or time-sensitive regulatory communications.
• Coordinate with design, development, DevSecOps, QA, program leadership, government stakeholders, and third-party teams on training, releases, incidents, metrics, risks, and continuous improvement.

Requirements

• 5+ years of experience in web content operations or content management for large, public-facing websites, including direct supervision of employees or content publishing teams.
• Experience managing team performance, assigning and prioritizing work, coordinating staffing resources, providing employee feedback, and maintaining operational accountability.
• 3+ years of hands-on experience administering or building content in Drupal 9, 10, or 11, including content types, fields, taxonomies, Views, media management, menus, Layout Builder or Paragraphs, content moderation, editorial workflows, and user roles and permissions.
• Strong working knowledge of HTML and CSS, plus working familiarity with JavaScript for troubleshooting rendered content and template issues.
• Experience implementing and maintaining Section 508 and WCAG accessibility standards, including hands-on testing with NVDA, JAWS, or VoiceOver.
• Experience developing, implementing, and enforcing content standards, editorial workflows, publishing procedures, and SOPs.
• Experience managing content operations against SLAs with accountability for accuracy, response time, resolution, and quality expectations.
• Experience with web analytics platforms such as Google Analytics 4 or equivalent tools, plus site search configuration and optimization.
• Experience in Agile delivery environments using Jira, Confluence, or equivalent project management and collaboration tools.
• Strong organizational, problem-solving, leadership, written, verbal, and interpersonal communication skills, including advising nontechnical stakeholders and providing training.
• Ability to obtain and maintain the required federal background investigation and Public Trust suitability determination.
• Must meet applicable contractual citizenship or lawful permanent residency requirements.

Nice to have

• Experience leading content operations for large-scale Drupal redesigns, modernization, or replatforming, including audits, inventory, modeling, template mapping, restructuring, migration, and post-launch support.
• Acquia Certified Drupal Site Builder certification or equivalent Drupal certification.
• Experience supporting federal government websites, especially financial regulatory agencies.
• Familiarity with the 21st Century Integrated Digital Experience Act, OMB Memorandum M-23-22, and the U.S. Web Design System.
• Experience administering Drupal in a FedRAMP-authorized environment such as Acquia, Pantheon, or Cloud.gov.
• Familiarity with Git-based Drupal configuration management and CI/CD release workflows.
• Experience with structured content, content strategy, information architecture, and federal plain-language standards.
• Experience managing digital assets and PDF accessibility remediation using Adobe Acrobat or equivalent tools.
• Experience managing confidential, embargoed, or time-sensitive publishing events with strict quality controls and coordinated release procedures.
• Experience with operational performance reporting, resource planning, and continuous improvement in a federal government contract environment.
