EU Regulatory Licensing & Spectrum Manager (Aerospace)

Location: Hybrid in Berlin, Germany or Haarlem, Netherlands; work from the Berlin or Haarlem office 3 days per week.

Salary: €68,500–€85,600 gross annual salary in Germany; discretionary bonuses and/or equity may also apply.

What you will do

• Prepare EU member state and EU regulatory licensing documents for NGSO satellites and ground stations.
• Lead spectrum coordination with government and non-government spectrum users in the EU.
• Draft and review license applications, regulatory notifications, scheduled reports, rulemaking comments, and internal license-compliance procedures.
• Coordinate with engineering, launch, manufacturing, management, external counsel, and government regulators on licensing and spectrum requirements.
• Work with engineering on interference analysis supporting satellite and ground-station filings, coordination, and policy efforts.
• Represent hirify.global’s interests in relevant ITU preparatory and working meetings, analyze proposed European laws and regulations, and maintain regulatory records.

Requirements

• 6+ years of previous satellite licensing, policy, and/or engineering experience.
• Bachelor of Science or Bachelor of Arts and significant experience in regulatory licensing.
• Fluency in Dutch and professional working proficiency in English.
• Excellent oral and written communication skills.
• Experience working with engineers or in a technical or aerospace environment.
• Experience with problem-solving and working with people of all levels.
• Advanced experience with Google Suite and Microsoft Office.
• Ability to access applicable U.S. and German/Netherlands/EU export-controlled information without additional export licensing being required.

Nice to have

• Advanced degree in law, policy, or engineering.
• Professional working proficiency in German.
• Experience with Netherlands and/or ITU NGSO satellite licensing and policy.
• Experience using ITU software to generate filings.
• Experience with ITU-R working party and WRC engagement.
