Expert, Program Manager: Distribution Inspections & Maintenance Strategy (Flexible Location)

Location: Hybrid; work from a remote office and an assigned location based on business needs in California, United States. Headquarters location: Oakland General Office.

Salary: $123,000–$197,000 annually for California locations, or $129,000–$207,000 annually for Bay Area locations. Eligible for discretionary incentive compensation.

What you will do

• Lead the development, implementation, and financial stewardship of inspection and maintenance strategy programs for electric distribution assets.
• Drive annual and multiyear investment planning, Business Plan Deployment, budgeting, forecasting, and prioritization of capital and operating expenses.
• Develop business cases, funding recommendations, performance measures, and risk-spend efficiency analyses for senior leaders and governance forums.
• Support General Rate Case proceedings as a witness assistant, including testimony, workpapers, exhibits, and discovery responses.
• Lead accurate responses to urgent regulatory data requests and audits while validating operational and financial data.
• Partner with Asset Strategy, Inspections, Maintenance, Operations, Engineering, Finance, Accounting, Regulatory, Compliance, Technology, and external partners.

Requirements

• Bachelor’s degree in business or equivalent experience.
• At least 8 years of related experience or equivalent.
• Experience with large budgets, forecasts, Business Plan Deployment, multiyear investment plans, financial analysis, and accounting.
• Strong quantitative, analytical, problem-solving, written, and verbal communication skills.
• Ability to lead complex programs and cross-functional teams amid competing priorities and short deadlines.
• Ability to use approved AI tools for research, analysis, drafting, and quality review while validating outputs, protecting confidential information, and maintaining human oversight.

Nice to have

• Master’s degree.
• CPA, CMA, FPAC, CFA, FMVA, or comparable finance, accounting, or financial planning certification.
• Project Management Professional certification.
• Experience in utility operations, asset management, regulatory affairs, consulting, General Rate Case proceedings, witness preparation, or regulatory data requests.
• Knowledge of Lean principles and experience improving processes, controls, performance, and data quality.
