Payroll Manager - Europe (Fintech)

What you will do

• Own end-to-end payroll across the United Kingdom, Ireland, Germany, Italy, France, the Netherlands, Belgium, Spain, Portugal, Hungary, Austria, and Switzerland, with possible additional scope for Bulgaria.
• Ensure accurate, timely, and legally compliant payroll processing, including tax, statutory registrations, employment changes, bonuses, commissions, benefits, and exceptions.
• Stabilize and optimize payroll operations in Deel, complete remaining country migrations, and maintain integrations with HRIS, finance, commission, and benefits systems.
• Maintain payroll governance, controls, RACI frameworks, audit-ready documentation, SOPs, calendars, approvals, and hand-offs between HR, Finance, Tax, Country Managers, and Deel.
• Manage Deel vendor governance, SLAs, recurring issue resolution, payroll reporting, monthly close, accruals, budgeting, forecasting, audits, and regulatory risk mitigation.
• Lead, develop, and coach the payroll team while acting as the primary payroll contact for senior stakeholders.

Requirements

• 10+ years of payroll experience, including substantial international multi-country payroll experience and several years in a leadership role.
• Experience operating payroll across multiple European jurisdictions; experience with Italy, France, and Germany is strongly advantageous.
• Strong knowledge of payroll tax, statutory compliance, labour law interactions, and employee registration requirements.
• Experience with commission-heavy or variable-pay structures, global payroll platforms, and post-implementation payroll stabilization.
• Experience designing and maintaining payroll governance, controls, approval frameworks, and audit-ready processes.
• Fluent English, written and spoken, is required.

• Experience with Deel.
• Experience with payroll in Bulgaria.
• Experience in regulated environments such as fintech, financial services, or payments.
• Additional European languages.
