Principal Analyst, Medicaid Policy Analysis

What you will do

• Interpret state and federal Medicaid rules, eligibility structures, benefit designs, and program guidance, translating them into documented and testable analytic logic.
• Build member and provider data marts, cohorts, stratification logic, registry extracts, dashboards, recurring reports, Excel deliverables, and leadership decks.
• Use SQL and Python on Foundry and Redshift/Athena to deliver production-grade analytics for a state Medicaid program.
• Investigate data-quality issues, reconcile counts across sources, and establish definitions for undocumented fields and codes.
• Serve as the senior analytic voice for state program leaders, policy and data staff, contractors, vendors, and internal customer-management partners.
• Set priorities, scope, and timelines while advising customers on what the data can support and which requests are feasible.

Requirements

• Working knowledge of health programs and managed care plans, with the ability to convert policy documents and program rules into analytic logic.
• Fluency with clinical codes and healthcare data, including ICD-10, CPT/HCPCS, revenue codes, claims, eligibility, provider, and NPI data.
• Hands-on experience using AI coding and analysis tools such as Claude Code, Cursor, or similar, with careful review and validation of AI-assisted work.
• Advanced SQL, including CTEs, window functions, large-table performance, and data modeling at an engineering standard.
• Experience building dashboards and reports with a BI tool such as QuickSight, Power BI, or Tableau, as well as Excel and executive-ready presentations.
• Direct customer-facing experience with senior stakeholders and a record of independently leading analytic programs from scope through delivery.

Nice to have

• Experience with a state Medicaid agency, Medicaid-serving contractor or consultancy, or Medicaid managed care plan; California Medi-Cal experience is a plus.
• Familiarity with risk stratification, registries, care management, network adequacy, access, and equity analysis.
• Experience with Python, dbt, AWS analytics tools, orchestration tooling, Jira, Confluence, and GitHub-based workflows.
• Experience mentoring less experienced analysts.
