Senior Business Systems Analyst (Federal Modernization)

Location: Primarily remote within the U.S.; occasional travel to Department of the Interior locations may be required. Availability is required during DOI core hours of 9:30 a.m.–3:30 p.m. ET.

Employment type: Full-time, W-2. Target start is as soon as possible, subject to required government onboarding.

What you will do

• Lead stakeholder discovery, process analysis, business-rule definition, user-needs analysis, data requirements, and acceptance criteria for federal modernization initiatives.
• Use Python and SQL to investigate operational data, identify data-quality issues, validate business rules, and support requirements definition and user acceptance testing.
• Translate current-state workflows into future-state requirements for software, low-code, automation, data, and AI-enabled solutions.
• Develop user stories, acceptance criteria, test scenarios, traceable requirements, decision logs, and client-ready documentation.
• Analyze data flows, system handoffs, controls, and integration needs, and coordinate user acceptance testing through issue resolution.
• Work directly with federal sponsors and cross-functional technical teams, providing pod-level leadership as requirements evolve.

Requirements

• 5+ years of experience in business analysis, business transformation, systems analysis, or consulting.
• Hands-on Python experience for data preparation and analysis, plus SQL experience querying, joining, and validating data.
• Experience leading requirements for software, automation, data, or digital-modernization initiatives, including user stories and acceptance criteria.
• Experience analyzing business processes and data flows and coordinating user acceptance testing with business stakeholders.
• Strong written and verbal communication skills for working with senior stakeholders and technical teams.
• Ability to complete the background investigation, suitability, credentialing, and system-access requirements for a Moderate Risk Public Trust position.

Nice to have

• Experience supporting federal programs or working in federal consulting or professional services.
• Workforce-track experience with HR, training, policy, service delivery, payroll, or workforce systems.
• Data-track experience with intake, payments, financial workflows, APIs, data governance, or system integration.
• Knowledge of Microsoft Power Platform, SharePoint, Microsoft 365, or similar low-code and collaboration environments.
• Hands-on use of generative AI or LLM tools for analysis, requirements, workflow redesign, research, or prototyping.
