Tech Lead, Payments (Kazakhstan)

What you will do

• Design and own the target IT architecture for the licensed Kazakhstan payment business, including payment and e-money processing, wallets, ledgers, reconciliation, and reporting.
• Lead integrations with Kazakhstan’s national payment infrastructure, including NBK, the Kazakhstan Center of Interbank Settlements, the National Payment Corporation, and the Digital Tenge platform.
• Integrate state information systems for onboarding, identification, digital signatures, biometrics, and regulatory reporting.
• Build the technical interface between the local licensed entities and Binance global platforms, ensuring segregation of data, client funds, and operations.
• Establish information security, regulatory reporting, outsourcing governance, and technology-related licensing processes.
• Recruit and lead the local team across architecture, integration, engineering, infrastructure, and information security.

Requirements

• 10+ years of experience in banking, payments, or fintech technology, including 5+ years in a senior technology leadership role at a licensed financial institution or payment organization in Kazakhstan.
• Hands-on experience with Kazakhstan’s national payment infrastructure and state systems, including NBK, KCIS, the National Payment Corporation, eGov, Smart Bridge, digital signature, biometric, and Financial Monitoring Agency systems.
• Experience building the IT function of a licensed financial entity and passing regulatory reviews, licensing assessments, or inspections.
• Strong knowledge of payment architecture, ledgers, reconciliation, APIs, ISO 20022, SWIFT, high availability, disaster recovery, and information security management.
• Fluent Russian and English are required. Kazakh is strongly preferred.
• Eligibility to pass a fit-and-proper assessment for a senior regulated appointment where required.

• PCI DSS experience.
• Experience with crypto, digital assets, or e-money.
