Quality Manager (DevSecOps)

Location: Hybrid in Rockville, Maryland, or remote within the continental United States (CONUS). Travel up to 10%. Clearance requires a Tier 2 / Moderate Risk Background Investigation and the ability to obtain a VA PIV credential.

Salary: $129,000–$142,000 per year, with potential additional compensation such as bonuses.

What you will do

• Own program quality assurance, maintain the Quality Management Plan, and track performance against QASP objectives.
• Review contract deliverables for accuracy, Section 508 compliance, requirements traceability, and adherence to VA standards.
• Lead recurring process audits and DevSecOps maturity scoring across Agile and Scrum teams.
• Monitor customer feedback and process gaps, perform root-cause analysis, and drive corrective and preventive actions to closure.
• Oversee configuration management, including versioning, baselines, branching strategies, and Version Description Documents.
• Maintain compliance evidence for CMMI, ISO 9001, federal audits, AI compliance clauses, and government performance assessments.

Requirements

• 8+ years of federal IT quality assurance and configuration management experience, including 3+ years leading QA for multiple Agile or DevSecOps teams.
• Experience designing process audit programs, DevSecOps maturity models, CAPA tracking, QASP evidence libraries, and federal performance assessments.
• Strong Git-based configuration management skills and experience with Jira and ServiceNow for requirements traceability.
• Knowledge of VA OIT governance frameworks, including the VIP Guide, PLM Transformation Playbook, and Technical Reference Model.
• Experience supporting ISO 9001 certification audits and CMMI Level 3+ appraisals, plus monitoring trustworthy AI and human-in-the-loop compliance.
• Bachelor’s degree in Business, Information Systems, Engineering, or a related field; CMQ/OE or CSQE and SA or SSM certifications are required. A master’s degree is preferred.

Nice to have

• Experience supporting VA supply chain products such as IFCAP or Maximo.
• Experience using 5 Whys and fishbone diagrams for root-cause analysis.
