Chief Estimator (Civil & Structural)

What you will do

• Lead and coordinate the civil and structural estimating team across multiple concurrent EPC and EPCC tenders.
• Review and sign off quantities, unit rates, productivity norms, subcontractor prices, and bases of estimate.
• Set tender estimating strategies with Construction and Planning, including self-performance, subcontracting, modularisation, and construction methodology.
• Oversee estimates for earthworks, foundations, reinforced concrete, structural steel, buildings, underground works, roads, paving, fencing, pipeline civil works, and marine structures.
• Manage cost databases, benchmarks, estimating standards, risk and opportunity assessments, contingencies, escalation, and value-engineering alternatives.
• Present estimates at tender reviews and management approval meetings, support negotiations and client clarifications, and develop subcontractor relationships across the GCC.

Requirements

• Bachelor’s degree in Civil or Structural Engineering is mandatory.
• 10–15 years of estimating experience in EPC oil and gas, refinery, or petrochemical projects.
• At least 5 years of experience in the GCC.
• Proven experience leading and signing off civil and structural pricing for major NOC tenders and large lump-sum EPC bids.
• Experience with projects for clients such as ADNOC, Saudi Aramco, QatarEnergy, PDO, or KOC.
