Manager, Insurance Product and Benefit Design (Health Insurance)

Location: Remote, must reside in Arizona, California, Colorado, Florida, Georgia, Illinois, Massachusetts, Michigan, Nevada, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Texas, or Virginia. Travel of up to 25% is required.

Base pay: $135,792–$178,227 per year in California, Connecticut, New Jersey, New York, and Washington; $122,212–$160,404 per year in all other locations.

What you will do

• Develop insurance plan designs covering benefits, cost sharing, and network structures.
• Translate market strategy and regulatory requirements into executable benefit configurations.
• Maintain plan designs across internal systems, regulatory filings, and member-facing materials.
• Partner with actuarial, regulatory, compliance, network, clinical, market leadership, and operations teams.
• Support the product lifecycle from design and filing through implementation, launch readiness, and post-launch monitoring.
• Improve design and filing workflows through process standardization, quality assurance, risk identification, and continuous improvement.

Requirements

• Bachelor's degree in business, healthcare, economics, finance, or a related field.
• 5+ years of experience in health insurance product development, ACA benefit design, regulatory filings, or related functions.
• Knowledge of ACA and small group plan design, including cost-sharing structures, metal tiers, and essential health benefits.
• Experience with regulatory filings or filing artifacts such as PBTs, SOBs, and SBCs.
• Strong attention to detail, data analysis skills, and experience managing complex configurations across systems and documentation.
• Experience working in cross-functional, matrixed environments and willingness to travel up to 25%.

Nice to have

• Experience configuring or supporting plan builds in product systems.
• Familiarity with AV calculators, SBC calculators, and regulatory validation processes.
• Experience with multi-state product environments, plan QA, and go-to-market readiness.
• Experience with SQL or other data tools.
