TL;DR
Officer on the Human Rights of Children (S) (Human Rights/Children’s Rights): Monitoring and analysing children’s rights developments across the OSCE region, advising participating States, and designing and implementing human rights programmes with an accent on child protection, capacity building, and international standards. Focus on conducting needs assessments, developing policy publications, managing project proposals and reports, and coordinating stakeholders across governments, international organizations, NGOs, and civil society.

What you will do
- Monitor, analyse, and report on developments related to the human rights of children across the region.
- Advise ODIHR management and participating States on priorities, policies, practices, and programme responses concerning children’s rights.
- Plan and coordinate needs assessments in participating States.
- Design, implement, and evaluate capacity-building initiatives, training programmes, workshops, seminars, and dialogues.
- Develop handbooks, guidance notes, policy papers, project proposals, budgets, and donor reports.
- Maintain cooperation with government authorities, international organizations, NGOs, NHRIs, civil society actors, experts, and contractors.
Requirements
- First-level university degree in social sciences, law, international relations, or human rights; specialization in children’s rights is preferred.
- At least seven years of progressively responsible relevant experience in human rights, or five years with a second-level university degree.
- International-level advisory experience and knowledge of UN, Council of Europe, and human rights standards.
- Experience with human rights monitoring, reporting, research, project design, implementation, and evaluation.
- Knowledge of child protection mechanisms, juvenile justice, education, social services, or related areas.
- Practical computer literacy, including Microsoft applications.
Nice to have
- Experience working with stakeholders involved in children’s rights protection, including the security sector.
- Ability to examine children’s rights issues through an intersectional lens.

- The maximum period of service in the post is 10 years.
- Appointments are subject to medical clearance.
