Federal Contracts Manager

Location: Hybrid in New York, NY or Washington, D.C.

Salary: $120,000–$150,000 base salary plus equity

What you will do

• Build and maintain the obligation register across federal agreements, modifications, and change orders.
• Own the compliance calendar, including training certificates, required notices, postings, and annual filings.
• Review flowdowns, thresholds, commercial-item carve-outs, and applicability requirements for subcontracts and agreements.
• Administer federal systems including SAM, PIEE, and WAWF, as well as GSA Schedule updates, pricing justifications, BPAs, SINs, SKUs, and option-year reporting.
• Onboard and manage subcontractors, coordinating scope, milestones, deliverables, systems access, and security requirements.
• Support business development and capture teams with contract strategy, pricing input, terms-and-conditions risk assessment, negotiations, and clause interpretation.

Requirements

• 5+ years of federal contracts or subcontracts administration on the contractor side.
• Fluency in FAR and DFARS, including flowdown matrices and applicability thresholds.
• Experience building a compliance register or calendar and administering direct submissions through SAM, PIEE, or WAWF.
• DoD contract experience, including FAR-based awards or other transaction agreements, plus GSA Schedule administration.
• Experience managing subcontractors or teaming partners against scope, milestones, and deliverables, including escalation when commitments slip.
• Must be eligible to work with Controlled Unclassified Information (CUI).

Nice to have

• Experience with defense prime subcontractors and software, data, or AI subcontractors.
• NCMA certification.
• Active or recently lapsed security clearance.
• Familiarity with data rights and intellectual property provisions in federal software contracts.
