TL;DR
Junior Financial Specialist (DoD Financial Management): Supporting federal government acquisition programs through budget execution, financial reconciliation, spending analysis, and PPBE activities with an accent on DoD appropriations, unliquidated obligations, and defense program accounting. Focus on reconciling C/O/E records, analyzing discrepancies, maintaining FYDP financial data, and supporting USAF, USSF, and SSC financial reviews.

Location: On-site in San Diego, California, United States

Salary: $80,000–$100,000 per year, depending on experience

What you will do

  • Establish obligation and expenditure plans for active-year appropriations and monitor execution throughout the fiscal year.
  • Prepare financial records, budget execution documents, reports, forecasts, audit materials, and acquisition documentation.
  • Perform unliquidated obligation management, contract reconciliation, and closeout activities.
  • Analyze DoD accounting systems and contractor data to reconcile current, prior, and canceling-year budgets.
  • Compare government program office C/O/E records with accounting records, identify discrepancies, and recommend corrective actions.
  • Support PPBE activities, financial reviews, training, and expiring-funds taskers for USAF, USSF, and SSC programs.

Requirements

  • U.S. citizenship and an active DoD Secret Clearance are required.
  • Bachelor’s degree required, preferably in mathematics, engineering, business, or the sciences.
  • Three years of experience in DoD financial management supporting federal government acquisition, preferably in space acquisition and C/O/E reconciliation.
  • Knowledge of DoD financial management legislation, policies, regulations, PPBE, acquisition processes, and budget formulation.
  • Experience with USAF financial management processes and Microsoft Word, PowerPoint, Excel, and Navy/DoD financial systems such as GAFS, MOCAS, SMART, IDECS II, and FM-Suite.
  • Strong verbal, written, quantitative, and analytical communication skills; ability to work independently and in a team.

Nice to have

  • Experience with the Comprehensive Cost and Requirements (CCaR) system.
  • Current knowledge of DoD program management execution support.
  • Familiarity with Space Systems Acquisition Policy, DoD Instruction 5000.02, the DoD FMR, and applicable Air Force Instructions.
