Strategic Programs Manager

What you will do

• Plan and drive large client programs, including scope, timelines, resources, dependencies, and delivery outcomes.
• Serve as the primary client contact and maintain clear governance and communication.
• Coordinate cross-functional technical teams and drive delivery in a matrixed organization.
• Track risks and issues, identify problems early, and develop solutions.
• Manage changes to scope and commitments and ensure appropriate sign-off.
• Report program status to leadership and client executives while coordinating work across markets.

Requirements

• Bachelor’s degree in Engineering, IT, Business, or a related field.
• At least 5 years of project, program, or portfolio management experience.
• Demonstrated success delivering client-facing programs with responsibility for timelines and outcomes.
• Experience driving cross-team work without formal authority in a matrixed organization.
• Ability to work with technical teams in standards- or regulation-driven environments.
• Fluent business communication in Mandarin and English is required. Open to travel.

Nice to have

• Experience managing multiple parallel and interdependent workstreams.
• Background in technology, engineering services, testing and certification, or professional services.
• Experience working across international markets.
• PMP, PRINCE2, MSP, or equivalent certification.
