ICS Technology Innovation Center Specialist (Semiconductor Technology)

What you will do

• Identify, evaluate, and track MOEA, ITRI, and other government-sponsored innovation funding opportunities aligned with technology roadmaps.
• Prepare and coordinate grant applications, technical proposals, business cases, project plans, budgets, reports, and audit documentation.
• Coordinate cross-functional programs involving R&D, engineering, manufacturing, commercial, finance, and business stakeholders.
• Research emerging technologies, government priorities, and industrial development programs to identify innovation opportunities.
• Build relationships with government agencies, research institutes, universities, industry associations, and consortium partners.
• Maintain funding databases, project trackers, KPI dashboards, portfolio reviews, and return-on-investment tracking.

Requirements

• Master's degree in materials science, chemical engineering, electrical engineering, mechanical engineering, industrial engineering, business and technology management, or a related technical discipline.
• 5–10 years of experience in R&D, technology management, innovation programs, government-funded projects, or advanced technology development.
• Experience preparing technical proposals, grant applications, or externally funded research programs.
• Experience coordinating cross-functional projects and managing multiple stakeholders.
• Knowledge of advanced packaging, electronic materials, semiconductor technologies, PCB/substrate manufacturing, AI infrastructure, or related technology sectors.
• Strong project management, organizational, written communication, proposal-writing, stakeholder engagement, and analytical skills.

Nice to have

• Experience with MOEA, ITRI, NSTC, IDA, or similar government-funded programs.
• Certification in project management, innovation management, design thinking, or Six Sigma.
• Experience with proposal success tracking and grant portfolio management.
• Strong presentation skills for executive and government stakeholder communications.
