Data Governance Manager (HIPAA)

Salary: Base compensation of $96,600–$155,000 per year

hirify.global is building an enterprise data governance program for healthcare-related business, analytics, research, privacy, and compliance needs.

What you will do

• Develop, implement, and maintain data governance standards, policies, and procedures across the data lifecycle.
• Translate governance requirements into practical processes, controls, approval workflows, and accountability models.
• Establish data use, data quality, ownership, and stewardship programs, including metrics, KPIs, monitoring, reporting, and remediation.
• Design and operate a HIPAA-compliant de-identification program using Safe Harbor and Expert Determination methods to enable analytics and research while protecting PHI.
• Maintain governance artifacts including policies, standards, business glossaries, data dictionaries, metadata, and data lineage.
• Partner with Privacy, Legal, Enterprise Security, Quality, IT, data owners, stewards, and senior stakeholders to align practices with legal and contractual obligations and drive continuous improvement through training and escalation.

Requirements

• 7+ years of experience in data governance, data management, or a related discipline.
• Proven experience developing and implementing data governance frameworks, policies, and standards.
• Experience establishing or operating data quality standards, metrics, and monitoring mechanisms.
• Strong command of data governance principles, frameworks, and best practices, such as DAMA-DMBOK.
• Practical knowledge of data quality concepts, metadata management, and data lineage principles.
• Working knowledge of HIPAA de-identification standards, including Safe Harbor and Expert Determination, plus familiarity with HIPAA/HITECH and CCPA/CPRA.
• Ability to translate governance requirements into practical, adoptable processes and controls and to influence senior and cross-functional teams without direct authority.
• Analytical mindset with the ability to interpret data models and use basic querying to validate governance outcomes.
• Excellent written and verbal communication, governance documentation, project management, prioritization, collaboration, and attention to detail.

Nice to have

• Bachelor’s degree in information management, data management, computer science, business administration, or a related field, or equivalent experience.
• Advanced degree or relevant certification such as CDMP, CIPP/US, CIPM, or CHPC.
• Experience in healthcare, medical device, or another HIPAA-regulated environment.
• Hands-on experience designing or operating a HIPAA de-identification program, including Expert Determination.
• Experience supporting de-identified analytics, research data environments, or a governed data lake.
• Familiarity with Collibra, Alation, Informatica, or Securiti.
• Experience supporting global or cross-regional data programs, including GDPR.
