Area Lead for Utilities (Oil & Gas)

Location: Resident assignment in Beijing, China, followed by relocation to Baku, Azerbaijan; 5 days per week

Duration: 12 months. Start date: 1 September 2026.

What you will do

• Manage and execute the Utilities and Buildings area of a gas treatment facility through engineering, procurement, construction, commissioning, and start-up.
• Coordinate multidisciplinary engineering, procurement, construction, commissioning, and contractor activities.
• Oversee utilities systems and infrastructure, including MEG, fire water, firefighting, air, nitrogen, sewage, water distribution, buildings, roads, fencing, electrical substations, and third-party utility connections.
• Monitor contractor performance and ensure compliance with technical, HSE, QA/QC, cost, schedule, and contractual requirements.
• Lead technical issue resolution, system integration, design reviews, technical evaluations, and change management.
• Support operating manual and training preparation, commissioning dossiers, commissioning execution, permits, and progress reporting.

Requirements

• Engineering degree or equivalent.
• At least 10 years of professional experience in Oil & Gas projects.
• Strong experience coordinating multidisciplinary teams and managing technical issues.
• Broad technical knowledge of utilities systems, buildings, infrastructure, construction, commissioning, and start-up.
• Understanding of project planning, scheduling, cost control, and change management, with strong HSE awareness.
• Fluent English is mandatory.
