Public Sector Consultant [Area Coesione]

Location: Rome, Italy, with smart working possibility and a hybrid work model

Gross annual base salary starting from €36,000, determined according to the applicable collective labor agreement and experience and skills.

What you will do

• Lead client interviews to identify business issues, gather requirements, and define effective solutions.
• Own functional and process analysis from requirements gathering through solution validation.
• Document and redesign processes to improve lead time, throughput, cost, and operational efficiency.
• Develop as-is and to-be roadmaps and contribute to business and IT strategy transformation.
• Prepare and deliver client presentations, workshops, proposals, bids, and Statements of Work.
• Identify risks and assumptions, support program governance, mentor junior and mid-level colleagues, and participate in recruitment interviews.

Requirements

• Bachelor’s or Master’s degree in Computer Science, Computer Engineering, Management Engineering, Economics, Statistics, or Mathematics.
• Senior-level experience in Management Consulting, preferably in the Public Sector.
• Advanced expertise in business process analysis, functional requirements gathering, and business solution design.
• Experience with business analysis and requirements management tools, including Microsoft Visio, Enterprise Architect, Jira, Confluence, or Azure DevOps, across waterfall and agile delivery models.
• Knowledge of EU Cohesion Policies and funding programs, including ERDF/FESR, PNRR, ESF+/FSE+, and JTF, plus familiarity with REGIS, OpenCoesione, FSC, SIL, and strategic program monitoring.
• Italian mother tongue and good command of English, with strong analytical, communication, problem-solving, and stakeholder-management skills.

Nice to have

• Business Analysis certifications such as IIBA CBAP/CCBA or PMI-PBA.
• Experience in Data Intelligence and AI-related projects.
• Practical use of AI and Generative AI tools for document and data analysis, interview preparation, requirements refinement, process study, gap analysis, and executive deliverables with human validation.
