HR Strategy Portfolio Manager

Location: The Hague, with hybrid working

Salary: €7,602–€10,136 per month based on a 36-hour workweek, depending on knowledge and experience.

What you will do

• Translate HR strategy into a balanced portfolio of initiatives, product roadmaps, priorities, and actionable plans.
• Facilitate annual planning, quarterly business reviews, portfolio reviews, and governance processes across HR.
• Maintain transparency on capacity, resources, dependencies, risks, progress, benefits, and value delivery.
• Define and monitor portfolio KPIs and OKRs, and develop management reports and executive dashboards.
• Support the adoption and continuous improvement of product and portfolio management practices across HR.
• Act as a strategic partner to HR leadership, Product Managers, Finance, Strategy, Data & Analytics, and other stakeholders.

Requirements

• Master’s degree.
• 8–10+ years of experience in portfolio management, strategy execution, business transformation, consulting, or governance.
• Experience in complex and international organisations.
• Experience with portfolio management, quarterly business reviews, strategic planning, and performance management.
• Strong facilitation, analytical, stakeholder management, communication, and presentation skills.
• Fluent English and familiarity with agile or product-based organisations.

Nice to have

• Proficiency in Dutch.
• Experience translating strategic objectives into measurable outcomes in HR or a related transformation environment.
