TL;DR
Social And Behavior Change Specialist (RCCE) (BVD/Ebola response): Leading risk communication, community engagement, and accountability activities across high-risk counties in South Sudan with an accent on evidence-based RCCE planning, community feedback, and outbreak preparedness. Focus on designing two-way communication systems, strengthening community-based surveillance, building frontline capacity, and coordinating complex humanitarian health responses.
Location: Onsite in Yambio, South Sudan, with travel to high-risk counties and points of entry.

What you will do
- Generate and apply rapid social and behavioral evidence to guide BVD/Ebola RCCE design, targeting, and monitoring.
- Design, plan, and implement risk communication, community engagement, and accountability activities.
- Strengthen hotlines, rumor-management systems, community feedback loops, and community-based surveillance.
- Build the capacity of , government, partner staff, frontline workers, and volunteers.
- Coordinate with health, WASH, education, child protection, government, WHO, and other response partners.
- Advocate for community participation and mobilize resources across the emergency response architecture.
Requirements
- Master’s degree or equivalent advanced degree in social and behavioral science, sociology, anthropology, psychology, public health, communication, or a related field.
- At least 8 years of progressively responsible experience in RCCE, social and behavior change, AAP, public health emergency response, or a related area.
- Experience in community engagement, risk management, humanitarian coordination, capacity building, monitoring and evaluation, and stakeholder engagement.
- Fluency in English is required.
- Willingness to travel to high-risk counties and points of entry and comply with medical, vaccination, background-check, and host-country visa requirements.
Nice to have
- Knowledge of Juba Arabic or a local language of Western Equatoria, such as Zande.
- Experience with Ebola, viral hemorrhagic fever, or comparable public health emergency responses.
- Experience with a UN system agency or in South Sudan, fragile settings, or humanitarian contexts.
- Country-level experience in development, humanitarian, or emergency environments.
