Social Policy Specialist (Public Finance)

What you will do

• Support all stages of social policy programming and advocacy, from strategic planning to delivery of sustainable results.
• Analyze national and subnational budgets to assess the equity, efficiency, and adequacy of public spending.
• Develop costing models and perform fiscal space analysis with a focus on social sectors like health and education.
• Engage with key government institutions, including the Ministry of Treasury and Finance and the Presidency of Strategy and Budget.
• Implement inclusive budgeting approaches for the inclusion of refugees and migrants within the temporary protection framework.

Requirements

• Master's degree in Economics, Public Administration, Political Science, Social Science, or related fields (Bachelor's with 2 additional years of experience accepted).
• At least 5 years of relevant work experience in social policy, public finance, fiscal structures, or local governance.
• English: Proficient/Fluent (C1) required.
• Strong quantitative skills with advanced proficiency in Excel and data visualization.
• Ability to translate complex fiscal concepts into clear recommendations for government counterparts.

Nice to have

• Knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) or a local language.
• Specialization in social protection or development economics with a focus on equity.
