What you will do

• Develop an inception report outlining the study rationale, objectives, methods, and data management plan.
• Conduct an endline study to assess the project's overall performance and achievements against outcomes and disaster preparedness indicators.
• Facilitate key informant interviews, focus group discussions, and participatory validation sessions.
• Analyze qualitative narratives and stories of change to determine how change occurred and identify enabling/constraining factors.
• Produce a comprehensive endline report and knowledge products, including a presentation deck and a study brief.

Requirements

• Philippine Nationals Only.
• Demonstrated experience in conducting project evaluations related to humanitarian action, disaster risk reduction (DRR), or community development.
• Strong technical expertise in qualitative research design, including tool development and analysis.
• Proven experience in facilitating KIIs, FGDs, and participatory sensemaking sessions.
• Strong analytical and report-writing skills with experience in contribution analysis and outcome evaluation.
• Familiarity with local governance systems, DRRM structures, and community-based DRR approaches in the Philippines.
