Location: This is a partially remote role based in Hoofddorp, North Holland, Netherlands. Candidates must be Dutch passport holders and eligible for VGB-B security clearance.

What you will do

• Lead proposal development for RFPs, business cases, and technical documentation, managing content and narrative.
• Translate complex technical architectures into clear, compelling business value propositions for government clients.
• Coordinate contributions from pre-sales, solution architecture, and delivery teams, ensuring compliance and impact.
• Write high-quality deliverables (RFP responses, business cases, project plans) and conduct peer-reviews for excellence.
• Support sales and customer engagement by tailoring messaging to government procurement cycles and reinforcing trust.
• Improve the proposal process by capturing lessons learned and refining templates and best practices.

Requirements

• 5–8 years of experience in IT consulting, technical solution design, and proposal development, with a track record in government tenders.
• Strong hands-on expertise with IT infrastructure and/or cyber resilience, business continuity, and disaster recovery solutions.
• Demonstrated ability to translate complex technical solutions into business value.
• Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel) and SharePoint.
• Solid knowledge of key compliance and security frameworks (NIS2, ISO/IEC 27000, CIS Standards, NIST, BIO).
• Ability to work within government procurement and compliance environments.
• Excellent communication skills in Dutch (spoken and written) and strong command of English.
• Dutch passport holder and eligible for VGB-B security clearance.

• Experience in business case development and product adoption strategies for government contexts.
• Knowledge of communications strategy and thought leadership.
• Demonstrated strength in project management methodologies (e.g., Prince2, PMI, Agile).
• Exposure to solution design and solution architecture.
• Familiarity with design thinking methods and scalability considerations for government environments.
• Professional certifications (e.g., ITIL, TOGAF, CISSP, Prince2).
