Technical Program Manager (Recon Works)

Location: Washington, DC; hybrid on-site. Travel: less than 25%. U.S. citizenship and the ability to obtain and maintain a DoD security clearance are required.

What you will do

• Manage the end-to-end technology delivery process from needs analysis and requirements definition through operations analysis, testing, and prototype delivery.
• Own the daily operations rhythm of Recon Works and initiate, execute, and close projects.
• Design and lead operating processes supporting the team's enduring and transient missions.
• Manage enduring programs including intellectual property strategy and portfolio, academic engagement, and the technology roadmap.
• Identify contract R&D opportunities and own the business development lifecycle for selected science and technology opportunities.
• Track, manage, and model internal research and development spending.

Requirements

• Bachelor's degree in a STEM field.
• 5+ years of project or program management experience in a complex technical field.
• Hands-on experience in at least one complex technical field, such as autonomy, robotics, RF/EW, machine learning, or aerospace, sufficient to provide input to IRAD decisions and speak credibly to science and technology customers.
• Demonstrated experience with structured, repeatable problem-solving.
• Excellent verbal and written communication, including the ability to synthesize and decompose strategic vision into clear executable plans.
• Experience establishing and driving adoption of new process frameworks or operating models from scratch.
• U.S. citizenship is required due to ITAR regulations, along with the ability to obtain and maintain a DoD security clearance.
• Imagination and creativity, comfort with ambiguity, high agency, technical credibility, and the ability to distill complex ideas into clear communication.

Nice to have

• Graduate degree in a STEM field.
• Direct test and evaluation experience.
• Experience in product management or process improvement.
• Existing TS/SCI clearance.
• Experience writing and developing proposals for BAAs, SBIR/STTR, or OTAs.
• Demonstrated success winning science and technology contracts with customers such as DARPA, AFRL, DIU, or ONR.
• Experience managing a patent portfolio or university research partnerships.
