Senior Program Manager (Maritime)

Location: Hybrid office/remote from the Lorton, VA or Franklin, MA area; regular on-site presence required; travel up to 25%.

Salary: $165,000–$215,000 USD annually.

What you will do

• Lead the end-to-end execution of multi-phase defense production programs, defining scope, objectives, deliverables, and program reviews.
• Develop and maintain program plans, Work Breakdown Structures, Integrated Master Schedules, budgets, resource plans, and Estimate to Complete forecasts.
• Develop Material Program Plans and coordinate quality, scheduling, supply chain, production, subcontractor, and vendor activities.
• Evaluate supplier quality, reliability, delivery capability, and quotations using total cost of ownership analysis.
• Ensure delivery meets technical, schedule, cost, contract, FAR, DFARS, ITAR, and defense security requirements while identifying and mitigating risks.
• Act as the primary liaison for government agencies, prime contractors, internal teams, suppliers, and cross-functional departments; report progress and issues.

Requirements

• Bachelor’s degree in engineering, business, science, mathematics, or a related field.
• 10+ years of project or program lead experience with defense customers.
• Knowledge of government acquisition regulations including FAR, DFARS, and ITAR; risk management and cost control techniques; supplier quality and delivery evaluation; and quality assurance, production, and supply chain processes.
• Experience with Deltek CostPoint or similar MRP/ERP systems, Jira, Windchill, Microsoft Project, and Microsoft Office on the Windows platform.
• Experience with project design, development, test, installation, and/or repair of hardware.
• Ability to use cost and schedule management techniques and data to develop budgets, maintain schedules, execute programs, and forecast performance.
• Strong leadership, negotiation, customer management, cross-functional communication, written and verbal communication, presentation, and conflict-resolution skills.
• Experience leading technical personnel across different functions, fostering collaboration, and maintaining customer needs without scope growth.
• Ability to take accountability for program performance at all levels.

Nice to have

• Master’s degree in engineering, business, science, mathematics, or a related field.
• 5+ years of production management experience.
• 5+ years of material program management experience.
• PMP, EVMS, CAM, CSCP, APICS, or equivalent certification.
