Trade Compliance Manager/Senior Manager (Quantum Hardware)

Location: Denver, CO; Santa Fe, NM; or New York, NY. The role supports operations across the United States, Germany, Finland, and Singapore and involves access to export-controlled technology.

Base salary: $130,000–$180,000 annually, plus equity participation and annual bonus eligibility.

What you will do

• Build and own the global export compliance function and Export Compliance Program, including procedures, training, recordkeeping, audits, and escalation paths.
• Classify products, components, software, and technical data under the EAR, including quantum-specific ECCNs such as the 3A90x and 4A9xx series.
• Determine transaction-level licensing requirements; prepare, file, and manage BIS applications, license exceptions, and equivalent processes with BAFA, Singapore Customs, the Finnish Ministry for Foreign Affairs, and other national authorities.
• Own deemed-export assessments and access controls for CAD, PLM, and technical documentation across engineering teams in Denver, Münster, Helsinki, and Singapore.
• Run restricted- and denied-party screening, end-use and end-user diligence, red-flag escalation, distributor compliance, and export-related contract reviews.
• Monitor travel, supply-chain, sanctions, entity-list, and regulatory risks; manage outside counsel and consultants; provide training and investor/customer diligence materials; and hold shipments, transfers, or disclosures pending resolution.

Requirements

• 5+ years of export controls or trade compliance experience for Manager, or 8+ years with multi-jurisdictional program ownership for Senior Manager, including direct hands-on responsibility for EAR classification and licensing.
• Demonstrated experience filing and managing BIS licenses, rather than only supporting another license owner.
• Working knowledge of deemed-export requirements and experience operating a program in a multinational engineering organization.
• Experience in hardware manufacturing involving genuinely controlled products, such as aerospace, defense, semiconductor capital equipment, scientific instrumentation, or a similar field.
• Strong judgment and willingness to reject transactions or commitments when compliance requires it, including escalation to founders or during quarter end.
• Ability to manage restricted-party screening, end-use and end-user diligence, distributor obligations, technical-data access, travel compliance, and supply-chain export risks.
• Ability to build procedures, training, recordkeeping, internal audit, escalation paths, and governance for an export compliance program.
• A law degree is not required; this is not a legal role.

Nice to have

• Exposure to EU dual-use regulation and at least one European national regime, including German BAFA, the Finnish Ministry for Foreign Affairs, or Dutch national controls.
• Experience building a compliance program rather than inheriting one.
• Familiarity with emerging technology controls involving quantum technology, advanced computing, or semiconductors.
• Experience supporting distributor and reseller channels with end-user obligations.
