Senior Spectrum Manager Subject Matter Expert (Electronic Warfare)

Location: Aberdeen Proving Ground, Maryland, United States; work region: CONUS. Remote or on-site reach-back support may be required for operational activities.

Salary: $155,000–$195,000 annualized USD.

What you will do

• Lead Dynamic Spectrum Access planning, coordination, and execution for PM EW&C and serve as the Spectrum Core authority.
• Develop, submit, and manage DD Form 1494 frequency authorization packages through the Operational stage.
• Prepare frequency proposals and spectrum access requests with service-level, joint, federal, commercial, and unit spectrum authorities.
• Provide spectrum management support during live EA, RFA, ESC, test, and operational events, including surveys, deconfliction, EMC, interference assessments, and frequency-plan refinement.
• Support host-nation and joint spectrum operations, laboratory analysis, operational knowledge packages, and reach-back support.
• Brief program leadership on spectrum risks, schedule impacts, operational constraints, and mitigations while cross-training systems integration personnel.

Requirements

• Active Secret clearance required; Top Secret clearance is preferred.
• At least 12 years of federal or defense spectrum management experience, including hands-on authorship of frequency authorization documentation, or prior military spectrum manager experience supporting operational units with radiating systems.
• Practical experience using Spectrum XXI and EL-CID, with ownership of submission workflows.
• Knowledge of NTIA and FCC processes, equipment authorization pathways, and defense spectrum policies for tactical, electronic warfare, and dual-use technologies.
• Experience supporting operational units during TDY events and working in diverse domestic environments.
• B.S. in Engineering; four years of military or other relevant experience may substitute for the degree. Ability to meet required physical and medical standards is required.

Nice to have

• Experience with federal and defense spectrum coordination, equipment certification, and interference-reporting tools.
• Background in EW deconfliction, PNT, SDR, SATCOM frequency planning, host-nation coordination, JRFL processes, or CEMA staff planning.
• Experience supporting government program offices, acquisition organizations, defense research centers, or operational units.
• Active or obtainable Top Secret clearance and familiarity with interagency spectrum coordination systems.
