Finance/Portfolio Analyst

Salary: $115,166.96–$200,253.00 annually

What you will do

• Provide strategic planning, programmatic planning, and budget support for a high-visibility Special Access Program.
• Formulate, justify, and defend budget builds while developing and maintaining spend plans.
• Reconcile planned and actual expenditures and recommend solutions for resource underutilization or overutilization.
• Prepare budgets, briefings, trend analyses, program documentation, and materials for budget exercises, unfunded requirements, and reprogramming.
• Support congressional language drafting and respond to budget requirements and taskings.
• Collaborate with Resource Management and brief executive-level stakeholders on financial and programmatic information.

Requirements

• Active and maintainable TS/SCI clearance with polygraph required.
• Bachelor’s degree or equivalent experience in quantitative analysis, financial analysis, social sciences, or a related field.
• Typically 10–12 years of experience with a bachelor’s degree, 8–10 years with a master’s degree, or 5–7 years with a PhD.
• Knowledge of strategic planning, resource management, program planning and execution, business resource planning, and cost analysis.
• Knowledge of economic and accounting principles, data quality procedures, and program risk assessment.
• Ability to apply analytical and quantitative techniques to identify and recommend solutions to complex resource and budget issues.
