Director of Policy & Research (Immigration and Labour Market Policy)

Location: Remote - Canada; the team is primarily based in Ontario, with candidates in Ontario encouraged to apply.

Salary: CAD 102,000–131,000 per year

What you will do

• Lead WES Canada's policy, research, and advocacy agenda on immigration, education, workforce development, credential recognition, and labour market outcomes.
• Design and direct applied economic research, including econometric and quantitative studies, data strategy, analysis, peer review, and publication.
• Develop policy positions, consultation submissions, advocacy strategies, executive briefings, policy papers, and strategic reports.
• Build and manage relationships with governments, business associations, post-secondary institutions, regulators, employers, funders, and sector organizations.
• Lead strategic planning, environmental scanning, scenario planning, governance materials, and complex cross-functional initiatives.
• Manage, coach, and develop policy staff, researchers, consultants, and project teams while strengthening collaboration across departments.

Requirements

• Bachelor's degree in economics, public policy, political science, social sciences, or a related discipline, or an equivalent combination of education and experience.
• At least eight years of progressively responsible experience in economic research or public policy, including at least five years managing teams, consultants, or complex cross-functional initiatives.
• Strong econometric and quantitative skills, including regression analysis, causal inference, labour market outcome analysis, and proficiency with Stata, R, or Python.
• Expertise in Canadian labour market policy, workforce development, credential recognition, immigration, or related public policy fields, including experience with Canadian labour market and immigration datasets.
• Experience leading policy development, consultation submissions, strategic advocacy, commissioned research, external research partnerships, and senior stakeholder engagement.
• Strong strategic planning, systems thinking, executive communication, judgment, political acuity, and ability to manage multiple complex projects.

Nice to have

• Published economic or policy research, including peer-reviewed publications, working papers, or widely cited policy reports.
• Experience representing an organization at conferences, in the media, or in government consultations.
• Functional bilingualism in English and French.
