Senior Technical Program Manager, Operational Excellence - USDS (Security & IT)

Location: San Jose R&D; - Security; fully in-person schedule up to 5 days a week

Salary: $132,000–$313,600 annually, plus potential discretionary bonuses, incentives, and restricted stock units.

What you will do

• Lead large-scale security and privacy transformation, change management, and efficiency programs from planning through delivery.
• Build cohesive tooling, dashboards, OKRs, and KPIs to track organizational performance, risks, and remediation.
• Partner with security and technology leadership to provide data-backed recommendations for strategy and prioritization.
• Own Quarterly Business Reviews, executive program reviews, leadership narratives, board materials, and internal presentations.
• Identify operational inefficiencies and root causes, redesign processes, optimize systems, and lead targeted remediation initiatives.
• Drive critical priorities including replacing commercial tools, realigning the operating model, and meeting Money Transmission Licensing compliance requirements.

Requirements

• Bachelor’s degree and 5+ years of experience in technical program management, program management, or project management.
• Experience in security, infrastructure, enterprise technology, or similarly complex technical environments.
• Experience planning and leading large cross-functional programs with multiple stakeholders, dependencies, and executive visibility.
• Ability to operate independently, influence without direct authority, and build trust with senior leaders.
• Strong data analysis, problem-solving, writing, editing, presentation, and communication skills.
• Ability to communicate complex concepts to stakeholders without shared subject-matter expertise and work with limited oversight.
