Head of Risk (Fintech): Owning Paybis's enterprise risk function across DORA, MiCA, PSD2, fraud, B2B partner, counterparty, and product-launch risk with an accent on regulatory resilience, capital adequacy, and commercially oriented decision-making. Focus on building unified risk frameworks, completing Latvia and UK EMI workstreams, managing fraud and financial risk appetite, and making high-impact decisions under CEO and regulatory pressure.
Location: Remote-first; ability to work within European business hours is required.

What you will do
- Own the enterprise risk framework, including the risk register, risk appetite, taxonomy, escalation policy, reporting cycle, and risk committee.
- Lead DORA ICT risk management, the Register of Information workstream, business continuity, disaster recovery, third-party risk, and PSD2 operational resilience.
- Drive operational risk and capital adequacy frameworks for the Latvia and UK EMI applications, including regulatory examination preparation and regulator communications.
- Build the B2B partner and counterparty risk framework, approve high-risk relationships, and manage concentration and delegated-compliance risks.
- Establish unified fraud, sanctions, and financial crime risk appetites across channels, products, geographies, and counterparties.
- Own product-launch risk gating, crypto market exposure, liquidity, treasury, banking partner, card scheme, and B2B credit risks.
Requirements
- 7+ years of financial services or fintech risk management experience, including at least 3 years in senior risk leadership at a regulated institution.
- Direct risk ownership experience in a licensed fintech, EMI, PSP, payments institution, or crypto company.
- Hands-on experience with DORA ICT risk, MiCA, PSD2 operational resilience, or the FCA operational resilience framework.
- Experience setting fraud risk appetite, owning fraud outcomes, and making operational fraud decisions.
- Experience assessing and approving high-risk B2B partners or counterparties.
- Fluent professional English and availability during European business hours are required.
Nice to have
- Prior Head of Risk, VP Risk, or CRO experience in a regulated fintech, EMI, PSP, or crypto company.
- DORA Register of Information, FCA operational resilience, MiCA post-authorisation, or EMI capital adequacy experience.
- Experience building a risk function from scratch and managing third-party risk at scale.
- Travel rule implementation, FRM, PRM, or an equivalent professional risk qualification.
- Russian language skills.
