TL;DR
Project Controls Manager (Infrastructure): Developing and managing planning, estimating, cost control, risk management, and document control services for a major mixed-use infrastructure programme in Riyadh with an accent on master scheduling, budget control, progress analysis, and project reporting. Focus on leading the project controls team, coordinating with programme management, managing CPM networks and change control, and recommending corrective actions for roads, bridges, and utilities projects.
Location: Onsite in Riyadh, Saudi Arabia; Saudi National required.

What you will do
- Lead and manage the project controls team and coordinate project controls activities with the programme management team.
- Develop and implement the project controls execution strategy, standards, policies, and procedures.
- Establish and manage the work breakdown structure, project master schedule, and critical path method networks.
- Establish and manage the cost breakdown structure, budget, cost control, risk management, document control, and change control systems.
- Monitor and analyse project progress, costs, and risks, identify trends, and recommend corrective actions.
- Prepare weekly and monthly reports and deliver project presentations.
Requirements
- Bachelor’s degree in construction management, engineering, architecture, or equivalent experience.
- Minimum 15 years of overall relevant experience, including at least 10 years in project controls roles and 5 years of regional experience.
- MRICS or MCIOB professional membership or chartership required.
- Strong knowledge of engineering and commercial aspects of major civil and infrastructure projects, including roads, bridges, and utilities.
- Excellent knowledge of CPM networks, resource and cost loading, and risk management techniques.
- Excellent written and spoken English, report writing skills, and proficiency with MS Office and Primavera.
