Head of Legal&GR (Digital Services)

What you will do

• Build and lead the Government Relations, public affairs, and regulatory strategy in line with business priorities.
• Anticipate regulatory, legislative, political, and market developments; develop and advocate relevant policy and legislative initiatives.
• Represent the business with government authorities, regulators, policymakers, industry associations, working groups, and public consultations.
• Lead the Legal function and advise the CEO, leadership team, and business functions on products, partnerships, strategic initiatives, and regulatory compliance.
• Provide legal support for SaaS, cloud services, licensing, procurement, outsourcing, partnerships, cross-border arrangements, M&A, integration, and corporate restructuring.
• Manage legal, regulatory, compliance, reputational, dispute, litigation, investigation, governance, external counsel, budget, and team development matters.

Requirements

• Master’s degree in Law. Additional education in business, economics, public policy, or a related field is advantageous.
• 8+ years of relevant legal experience, including 3–5 years in a senior legal or leadership role.
• Strong Government Relations, regulatory affairs, public policy, or direct government and regulatory stakeholder engagement experience.
• Solid understanding of Ukrainian legislative and regulatory processes and experience in regulated industries. Relevant backgrounds include technology, IT, telecommunications, digital services, finance, or energy.
• Strong expertise in corporate and commercial law, corporate governance, compliance, complex contracting, and regulatory matters.
• Experience supporting technology-related products and agreements, including SaaS, cloud, licensing, data protection, cybersecurity, or other digital services.
• Experience managing complex negotiations, disputes, external counsel, and cross-functional strategic projects.
• Strong business judgment and the ability to turn legal and regulatory complexity into clear recommendations and actionable decisions.
• Proven leadership and stakeholder management skills, including direct work with CEOs, executives, regulators, and external partners.
• Fluent Ukrainian and English, including professional legal drafting and negotiation skills.
