Senior Humanitarian Access Safety and Security Manager

Location: Kyiv, Ukraine; at least 40% travel within Ukraine and regular deployment to field locations are required.

What you will do

• Identify humanitarian access barriers and support mitigation strategies, program design, community engagement, and access negotiations with local authorities and other stakeholders.
• Provide technical support on safety and security policies, risk assessments, field security management plans, contingency plans, SOPs, and program continuity across Ukraine.
• Monitor field locations, routes, incidents, trends, and the wider security context; ensure timely reporting and implementation of preparedness actions.
• Manage security arrangements for cross-border access through Moldova and ensure hibernation, relocation, evacuation, emergency communications, and safety equipment plans are maintained and tested.
• Deploy with program teams to high-risk areas, conduct field visits, cover HASS team gaps, and deputize for the Senior Humanitarian Access, Safety and Security Coordinator when requested.
• Build HASS capacity through training, mentoring, coaching, critical incident management preparation, and development of national talent.

Requirements

• University degree in a subject relevant to humanitarian action or security, such as International Relations or Political Science.
• At least 5 years of humanitarian safety, security, and access management experience with an INGO, including planning, organizing, and executing field security operations.
• Experience managing safety, security, and humanitarian access across multiple high-risk or conflict-affected country contexts.
• Experience negotiating and expanding humanitarian access in active conflict or frontline environments.
• Security leadership skills, ability to work independently with limited oversight, and experience operating at a senior strategic level.
• Strong understanding of humanitarian principles and experience working successfully with local and international NGOs, government representatives, local stakeholders, and other external partners.
• Knowledge of communications technology, including satellite communications.
• Strong training experience and ability to deliver clear, persuasive verbal and written briefings at short notice.
• Exceptional organizational, coordination, relationship-building, interpersonal, and external representation skills.
• Fluency in English.
• Willingness and ability to travel within Ukraine at least 40% of the time and deploy regularly to field locations.

• Knowledge of GIS and Google Earth.
