Senior Humanitarian Access Safety and Security Manager

Location: Kyiv, Ukraine, with at least 40% travel within Ukraine and regular deployment to field locations

What you will do

• Identify humanitarian access barriers and develop mitigation strategies with HASS and program teams.
• Support security risk assessments, field security management plans, contingency plans, and standard operating procedures across Ukraine.
• Monitor access and security incidents, context changes, and emerging risks affecting program delivery.
• Establish protocols for cross-border access, high-risk deployments, hibernation, relocation, and evacuation.
• Conduct field visits, deploy alongside program teams, and cover gaps in field HASS teams when required.
• Build HASS team capacity through training, mentoring, coaching, and critical incident management preparation.

Requirements

• University degree in a subject relevant to humanitarian action or security, such as International Relations or Political Science.
• At least five years of humanitarian safety, security, and access management experience with an INGO.
• Experience planning and executing security operations in high-risk or conflict-affected environments and negotiating humanitarian access in active conflict or frontline settings.
• Strong understanding of humanitarian principles, security leadership, risk management, stakeholder engagement, and emergency preparedness.
• Knowledge of communications technology, including satellite communications, and strong training, briefing, organization, and coordination skills.
• Fluent English required; willingness and ability to travel within Ukraine at least 40% of the time is required.

• Knowledge of GIS and Google Earth.
