Window 3 Technical Assistance (TA) Advisor, Demographic Transition

Location: The programme operates across the Democratic Republic of the Congo, Kenya, Malawi, Mozambique, Nigeria, Tanzania, and Uganda; the candidate's work location is not specified. Technical inputs may be delivered remotely or in person.

What you will do

• Provide technical leadership and delivery oversight for the Window 3 technical assistance mechanism.
• Review FCDO requests, apply prioritisation criteria, and support agreement on technical assistance assignments.
• Draft and quality assure demographic transition terms of reference, scopes of work, outputs, outcomes, and sustainability approaches.
• Oversee end-to-end delivery, including timelines, deliverables, quality standards, risks, resources, and spending.
• Deliver technical inputs such as demographic analysis, facilitation, technical writing, stakeholder engagement, and strategic advice.
• Support Country Leads, MEL colleagues, consultants, and consortium partners across the programme's seven countries.

Requirements

• Advanced training in demography, population studies, or a closely related field.
• Significant advisory experience supporting governments on demographic transition and population stewardship.
• Proven ability to translate demographic data, projections, and concepts into policy, planning, budgeting, financing, and systems recommendations.
• Experience designing and delivering technical assistance for governments, donors, or multilateral partners.
• Ability to develop terms of reference, scopes of work, technical concepts, workplans, and consultant briefs.
• Strong stakeholder engagement, analytical, writing, facilitation, communication, and multi-assignment management skills.

Nice to have

• Experience working with FCDO centrally or with FCDO Posts.
• Strong understanding of sexual and reproductive health and rights policy and programming.
• Experience managing short-term consultants and multidisciplinary technical teams.
