Senior Manager, Insurance Product and Benefit Design (Health Insurance)

Location: Remote; must reside in Arizona, California, Colorado, Florida, Georgia, Illinois, Massachusetts, Michigan, Nevada, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Texas, or Virginia. Willingness to travel up to 25% of the time.

Base salary: $149,040–$195,615 per year in California, Connecticut, New Jersey, New York, and Washington; $134,136–$176,053 per year in other locations.

What you will do

• Manage end-to-end health plan design across assigned markets, including benefits, cost sharing, and network considerations.
• Translate market strategy, performance insights, and regulatory requirements into plan design decisions.
• Lead the product lifecycle through design, regulatory filing, implementation, approval, and post-launch optimization.
• Own plan design accuracy across PBTs, SBCs, and internal systems during regulatory filing processes.
• Coordinate actuarial, regulatory, compliance, network, and operations stakeholders in a complex matrixed organization.
• Improve and standardize design and filing workflows, assess risks, lead issue resolution, and mentor junior team members.

Requirements

• Bachelor’s degree in business, healthcare, economics, finance, or a related field.
• 6+ years of experience in health insurance product and ACA/QHP benefit design, with direct ownership of health plan design decisions.
• Knowledge of ACA plan design, including cost-sharing structures, metal tiers, essential health benefits, and regulatory requirements.
• Experience leading regulatory filing processes and preparing PBT, SBC, and related documentation.
• Operations experience with structured product development and regulatory filing processes, including process improvement for scale and optimization.
• Experience working in complex, matrixed organizations.

Nice to have

• Experience defining or managing standardized ACA plan design frameworks across multiple markets.
• Familiarity with product configuration systems, downstream filing processes, AV calculator strategies, and benefit design trade-off analysis.
• Experience with portfolio management, lifecycle optimization, SQL, or advanced analytics tools.
• Prior experience with ACA individual and family plans.
