TL;DR

TVET Specialist (Education): Providing technical leadership and quality assurance for inclusive and market-relevant Technical and Vocational Education and Training (TVET) within the SIATS project with an accent on gender-responsive systems and private sector alignment. Focus on strengthening TVET institutional capacity, designing evidence-based feedback mechanisms, and enhancing labour-market linkages for marginalized groups.

Location: Hanoi, Vietnam (with frequent travel to the Mekong Delta provinces)

Salary: VND 579,293,760 – 888,245,530 per year

What you will do

  • Lead technical quality assurance for the SIATS TVET approach, ensuring alignment with inclusive and gender-responsive standards.
  • Provide technical guidance on strengthening TVET systems, including curriculum adaptation and trainer capacity building.
  • Integrate demand-supply linkages by connecting the needs of marginalized women with training provision and private sector demand.
  • Implement M-score feedback systems to generate data on trainee experience and employment outcomes for adaptive programming.
  • Coach and mentor partners on inclusive TVET and gender-transformative approaches.
  • Represent Oxfam as a technical focal point for vocational training with government bodies and private sector actors.

Requirements

  • University degree in TVET, public policy, law, development, or management.
  • Substantial experience in market-relevant TVET systems and linkages with private sector demand.
  • Expertise in conducting evidence-based research and policy advocacy.
  • Strong understanding of Vietnam’s TVET institutions and labour-market systems.
  • Proven track record in gender-responsive TVET for ethnic minorities and women with disabilities.
  • High level of written and spoken English and Vietnamese.
  • Willingness to travel to project sites in all regions of Vietnam.
