What you will do

• Serve as the single accountable executive for a flagship EU programme in Dataspace and AI.
• Lead the operational governance of a four-partner consortium, managing KPIs, SLAs, and contractual compliance.
• Define and own the integrated programme master plan (IMP) and manage a budget exceeding €100M.
• Act as the primary executive point of contact for European Commission DG counterparts and EU Member State administrations.
• Oversee the technical delivery of Dataspace architecture and AI workstreams in alignment with the EU AI Act.
• Implement Quality Management Plans (ISO 9001) and ensure compliance with GDPR and NIS2.

Requirements

• Minimum 15 years of IT programme/project management experience, with 8+ years in senior/lead roles.
• Proven track record of delivering EU Commission IT programmes at scale (€50M+ budget).
• Deep operational knowledge of EU procurement frameworks, EU Financial Regulations, and the PM² methodology.
• Master's degree in Computer Science, Information Systems, Engineering, or Public Administration.
• PgMP, MSP, or PM² Advanced certification.
• Ability to work onsite in Machelen, Belgium.

Nice to have

• Direct experience with EU Dataspace programmes (e.g., GAIA-X, IDSA, European Health Data Space).
• Knowledge of the European AI Office and AI regulatory compliance frameworks.
• Familiarity with CEF Digital, the Digital Europe Programme (DEP), or Horizon Europe ICT projects.
• PMP, PRINCE2 Practitioner, ITIL 4, or SAFe certifications.
