What you will do
- Analyse utilisation and effectiveness of education-related public funding, including state budget transfers.
- Develop evidence-based financing models for inclusive education, mental health, and priority programmes.
- Review and improve allocation mechanisms for state funding with practical reform recommendations.
- Design financial models and tools for expenditure planning, forecasting, and scenario analysis.
- Strengthen monitoring systems and standardise Excel-based financial tracking tools.
- Prepare analytical reports, policy briefs, and advisory notes for Ministry leadership.
- Mentor and train Ministry staff on tools and approaches.
- Coordinate with government stakeholders and development partners.
Requirements
- Fluency in Ukrainian and English required
- Minimum 5–8 years in public finance, budget analysis, or intergovernmental transfers
- Advanced degree in economics, finance, public administration, or related
- Proven experience with financial modelling, budget data analysis, and advanced Excel
- Track record of analytical outputs informing policy or decisions
- Experience linking financial analysis to policy outcomes, ideally in education or social services
