Partnership Procurement Manager

Location: Kyiv, Ukraine; on-site work required. Travel to other IRC offices and field sites is required. Other listed location: Dnipro, Ukraine.

What you will do

• Lead partner capacity assessments covering procurement, logistics systems, staffing, segregation of duties, and internal controls.
• Review partner proposals, procurement budgets, procurement plans, tender documents, bid evaluations, awards, contracts, and amendments.
• Conduct supplier due diligence and support partners in resolving supplier performance and contract implementation issues.
• Monitor procurement files, contracts, delivery records, service completion evidence, and payment documentation through remote reviews, site visits, and spot checks.
• Agree corrective actions, track completion, report significant findings, and escalate material or unresolved risks.
• Strengthen partner capacity through training, coaching, guidance, procurement templates, warehouse controls, inventory management, and asset tracking.

Requirements

• Bachelor’s degree in supply chain management, procurement, business administration, logistics, finance, economics, law, or a related field.
• At least 4 years of relevant experience in procurement, supply chain, procurement compliance, partner support, or a related area.
• Experience with procurement monitoring, document review, tendering, evaluation, contracting, and corrective-action follow-up.
• Strong knowledge of procurement controls, documentation requirements, risk assessment, market pricing, cost analysis, and operational feasibility.
• Fluency in English and Ukrainian is required.
• On-site work in the Kyiv office and travel to other offices and field sites are required.

Nice to have

• Master’s degree in a relevant field.
• CIPS or equivalent professional procurement certification.
• Experience with partner capacity assessments, procurement-related proposal budgets, staff supervision, international NGOs, donor-funded organizations, or implementing partners.
• Familiarity with pharmaceutical supply requirements.
