TL;DR
Logistics Manager (Humanitarian): Overseeing procurement and logistics operations for humanitarian programmes in Libya with an accent on supply chain management, fleet, assets, warehousing, compliance, and team leadership. Focus on strengthening logistics systems, managing donor requirements, implementing supply-chain business systems, and maintaining operational controls across multiple locations.

Location: Residential duty station in Tunis, Tunisia or Tripoli, Libya; Benghazi is also listed as a job location. Travel up to 25%.

What you will do

  • Lead the logistics team and strengthen logistics capacity across country offices.
  • Oversee procurement planning, market analysis, budgets, deliveries, stock, fleet, assets, insurance, and transport costs.
  • Support programme and project implementation, emergency preparedness, area-level partnerships, and operational decision-making.
  • Strengthen compliance, anti-corruption controls, risk management, audit follow-up, and remote-management controls.
  • Maintain logistics filing, reporting, data systems, Warehouse Management System, Tender Management System, and other supply-chain systems.
  • Ensure logistics operations comply with NRC policies, the NRC Logistics Handbook, and donor requirements.

Requirements

  • Legal eligibility to work in Libya or Tunisia is required; work permits and visa sponsorship are not provided.
  • 3–5 years of senior logistics experience as a Coordinator, Advisor, or Manager in a humanitarian or recovery context.
  • Experience in data collection, analysis, report writing, and market analysis.
  • Leadership skills with the ability to manage competing priorities and deadlines.
  • Strong analytical, systematic, collaborative, innovative, and adaptable approach.
  • Fluent written and spoken English is required.

Nice to have

  • Arabic language skills.
  • Experience with start-up, exit, or similar operations.
  • Experience with donor rules and compliance, particularly KfW.
  • Experience with supply-chain business management systems and remote management.
