HSE Officer – PMC (Construction)

Location: Project site in Aswan, Egypt; onsite work with regular presence in construction and project work areas

What you will do

• Implement and monitor the project Health, Safety and Environmental Management Plan and approved HSE procedures.
• Conduct daily and weekly site inspections, safety walks, audits, and contractor performance assessments.
• Review risk assessments, JSAs/JHAs, method statements, high-risk activities, and permit-to-work documentation.
• Monitor contractor and subcontractor compliance, follow up on corrective actions, and support safety inductions and toolbox talks.
• Respond to incidents and near misses, support root-cause investigations, and maintain related reports and records.
• Support emergency preparedness, environmental controls, HSE reporting, KPI tracking, and audit documentation.

Requirements

• Bachelor’s degree or diploma in engineering, occupational health and safety, environmental science, or a related discipline.
• At least 5 years of relevant HSE experience in construction, engineering consultancy, PMC, infrastructure, industrial, energy, or similar projects.
• Knowledge of HSE management systems, risk assessment, permit-to-work systems, high-risk construction activities, incident investigation, and environmental management.
• NEBOSH IGC is mandatory or preferred depending on project requirements; IOSH, OSHA, ISO 45001, and ISO 14001 certifications are advantageous.
• Ability to work onsite in Aswan, Egypt, outdoors and in varying project-site conditions, including extended hours when required.
• Good written and spoken English communication is required; fluent or native Arabic is preferred.

Nice to have

• Previous experience in Egypt or familiarity with Egyptian HSE requirements.
• PMC or engineering consultancy experience.
• Experience with HSE reporting and management systems.
