TL;DR
Monitoring, Evidence, Accountability and Learning Officer (MEAL/humanitarian programmes): Supporting MEAL systems across the project cycle in Kharkiv with an accent on assessments, outcome monitoring, data quality assurance, reporting, and partner capacity building. Focus on developing mobile data collection tools, analysing qualitative and quantitative monitoring data, training enumerators and programme teams, and improving programme quality.

What you will do

  • Implement and continuously improve MEAL plans, systems, tools and methodologies throughout the project cycle.
  • Develop monitoring and data collection tools, maintain indicator profiles and work plans, and ensure accurate documentation.
  • Collect, analyse and report monitoring data through systems such as GORS and ITT.
  • Support assessments, post-distribution monitoring, outcome measurement and field-level monitoring using qualitative, quantitative and mobile data collection methods.
  • Provide technical guidance, training and capacity building to programme teams, enumerators and implementing partners.
  • Contribute to data quality assurance, reporting, learning and continuous improvement of programme quality.

Requirements

  • Bachelor’s degree in social sciences, statistics, sociology, business administration, economics, computer science or a related field.
  • 1–3 years of experience in monitoring and evaluation, data collection, data analysis or a similar role, preferably in a humanitarian or recovery context.
  • Strong knowledge of MS Office, particularly Excel, and experience with KoBoToolbox or similar mobile data collection tools.
  • Knowledge of qualitative and quantitative research methods, with strong analytical, problem-solving and communication skills.
  • High written and spoken English and Ukrainian proficiency required.
  • Ability to work independently under pressure, manage multiple tasks and meet deadlines.
