TL;DR
Public Policy Analysis & Research Spec (Public Policy/Telecommunications): Conducting policy and legislative research, regulatory monitoring, stakeholder mapping, and evidence-based analysis for Vodacom DRC’s telecommunications and digital ecosystem with an accent on ICT regulation, data protection, cybersecurity, spectrum, taxation, and financial inclusion. Focus on producing policy briefs, assessing regulatory impacts, benchmarking international practices, and supporting advocacy responses to public consultations.

What you will do
- Track, analyze, and interpret laws, regulations, policy papers, and draft legislation affecting ICT, the digital economy, data protection, spectrum, cybersecurity, taxation, and financial inclusion.
- Produce policy briefs, issue papers, regulatory impact assessments, briefing notes, talking points, and background documents.
- Monitor regulatory developments, maintain a policy database, identify trends, and anticipate changes in the policy landscape.
- Develop stakeholder maps and power-dynamics assessments across government, civil society, donors, and the private sector.
- Conduct comparative research using regional and international benchmarks, including GSMA, ITU, and Smart Africa.
- Support public consultation responses and participate in relevant regulatory hearings and workshops while collaborating with Legal, Regulatory, Corporate Affairs, ESG, and Government Relations teams.
Requirements
- Master’s degree in public policy, law, political science, economics, international relations, or a related field.
- 3–5 years of experience in policy research, government relations, legal or regulatory analysis, or think tanks.
- Strong understanding of the Democratic Republic of the Congo’s governance and policy environment.
- Excellent research, drafting, analytical, writing, presentation, and communication skills.
- Proficiency in French and English required.
- Ability to synthesize complex information into concise, actionable recommendations and work independently to meet deadlines.
