Military & Veteran Health - Senior Acquisitions SME (Federal Healthcare): Supporting the federal acquisition lifecycle for Veterans Health Administration provider-network programs with an accent on acquisition strategy, requirements development, contracting, and healthcare operations. Focus on developing solicitations and source-selection materials, managing contract modifications, and translating complex requirements into executable implementation plans and executive decision products.
Location: Primarily remote within a U.S. federal healthcare program; occasional travel may be required to the National Capital Region, Denver, Community Care provider locations, or Third-Party Administrator locations.

What you will do
- Lead acquisition support from strategy and market research through requirements development, solicitation, source selection, award, transition, and operationalization.
- Advise VA/VHA stakeholders on federal acquisition practices, healthcare operations, provider-network acquisitions, contract risk, and implementation impacts.
- Develop and review PWS, SOW, SOO, acquisition plans, evaluation materials, performance measures, and solicitation documents.
- Support market research, industry analysis, IGCEs, cost estimates, acquisition risk assessments, and analyses of alternatives.
- Manage contract-modification activities, project plans, schedules, governance materials, risk and issue trackers, and transition milestones.
- Prepare executive briefings, decision papers, white papers, implementation roadmaps, and operational guidance while mentoring junior consultants.
Requirements
- 5+ years of progressively responsible experience in federal acquisition, government contracting, healthcare program support, or a closely related field, including significant federal acquisition experience.
- Bachelor’s degree in business administration, public administration, healthcare administration, acquisition/contracting, finance, or a related field.
- Experience supporting the federal acquisition lifecycle, including requirements development, acquisition planning, solicitation, evaluation/source selection, award, and post-award transition.
- Working knowledge of FAR and federal acquisition processes, with experience interpreting contract requirements and translating them into operational actions.
- Experience with contract modifications, contract risk, requirements changes, governance, or contract administration, and direct work with federal clients or acquisition stakeholders.
- Advanced proficiency with Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.
Nice to have
- VA or VHA acquisitions experience and experience with provider-network acquisitions, health-plan operations, provider contracting, network adequacy, or healthcare reimbursement.
- Experience with contract implementation, transition planning, compliance tracking, stakeholder coordination, and acquisition strategy.
- PMP, FAC-C, FAC-COR, DAWIA, CPCM, Lean Six Sigma, Prosci, CSM, or comparable certification or experience.
- Experience with Microsoft Project, Smartsheet, Jira/Confluence, Power BI, or similar project and governance tools.
