Protection Manager - Analysis and Reporting (Rule of Law) (Humanitarian Protection Analysis): Leading protection monitoring, mixed-methods analysis, and evidence-based reporting for IRC Ukraine with an accent on analytical quality, partner collaboration, and cross-sectoral programming. Focus on designing monitoring tools, interpreting protection trends, developing advocacy products, and strengthening the analytical capacity of staff and local partners.
Location: Ukraine — Kyiv, Kharkiv, Dnipro, or Mykolaiv; primarily office-based, with hybrid work potentially available after probation. Travel for monitoring and coordination may take up to 30% of working time.

What you will do
- Lead the quality assurance of qualitative, quantitative, and mixed-methods protection analysis and provide technical guidance to the Protection Analysis and Reporting Unit.
- Design and update protection monitoring tools, thematic monitoring mechanisms, and assessment methodologies.
- Oversee protection analysis reports, thematic briefs, dashboards, area-based analyses, and monitoring updates.
- Integrate protection monitoring findings into program design, adaptation, learning, coordination, and cross-sectoral response planning.
- Develop evidence-based policy briefs and advocacy products and represent IRC in protection clusters, technical working groups, and inter-agency initiatives.
- Supervise staff and partners, strengthen analytical capacity, and promote participatory approaches and meaningful community engagement.
Requirements
- Bachelor’s degree in law, human rights law, international relations, social sciences, or a related field.
- Fluent Ukrainian and English.
- At least four years of progressively responsible experience in protection analysis, protection monitoring, information management, humanitarian analysis, or related research.
- Experience producing analytical reports and applying qualitative, quantitative, or mixed-methods analysis, analytical frameworks, and monitoring methodologies.
- Experience managing technical workplans, deliverables, staff performance, partnerships, and capacity-strengthening initiatives.
- Knowledge of the humanitarian context in Ukraine, protection principles, humanitarian standards, ethical information management, and data protection.
Nice to have
- Experience with Microsoft Office Suite, Teams, SharePoint, Power BI, or similar digital tools.
- Experience representing an organization in clusters, coordination forums, and inter-agency analytical initiatives.
- Expertise in change management and localization.
