Payment Director (Fintech)

What you will do

• Lead the licensing programme with Kazakhstan regulators, including the NBK and AFSA, covering applications, regulatory dialogue, sandbox participation, and licensed structures.
• Build the local licensed business, including corporate governance, board and management structures, internal policies, controls, staffing, and operational functions.
• Represent Binance to Kazakhstan authorities and manage regulatory communications, examinations, inspections, reporting, and policy engagement.
• Establish and oversee local compliance, AML/CFT, risk management, safeguarding, audit, incident management, complaint handling, outsourcing oversight, and business continuity.
• Coordinate with global payments, legal, and compliance teams to implement local regulatory requirements and approve products and services.
• Recruit and lead the local teams across compliance, risk, regulatory affairs, and operations.

Requirements

• 10+ years of senior experience in payments, banking, or fintech, focused on regulatory affairs, compliance, or operations.
• C-level experience obtaining payment licences and leading a local PSP or other licensed payment business in Kazakhstan.
• Proven experience with NBK licences, Kazakhstan payments law, NBK prudential and reporting requirements, and the AIFC/AFSA framework.
• Established relationships with Kazakhstan regulators and government stakeholders, with experience leading licensing and policy discussions at senior levels.
• Experience building and operating a regulated financial entity, including governance, controls, staffing, reporting, audits, inspections, safeguarding, and outsourcing.
• Fluent Russian and English are required; Kazakh is strongly preferred. Eligibility to pass a fit-and-proper assessment is required.
